W3Techs’ September 2026 count has WordPress running 40.2% of all websites, so there is no shortage of people who say they can build on it. Prices are all over the place, though. Here’s what the more careful data sources say, split by how you hire.

Upwork’s figure covers WordPress contracts worldwide, not India alone. It is still the closest public number for offshore freelance rates.
Two things stand out. The agency gap is big on paper. The bottom of the US band is four times the top of the Indian average. The freelancer numbers are messier. Codeable puts offshore developers anywhere from $20 to $100 an hour, which overlaps a lot with US junior and mid level rates. So a good Indian freelancer and an average American one can end up quoting close to the same number.

What a WordPress developer costs in the USA
Freelancers
Codeable, a WordPress freelance marketplace, breaks US hourly rates down by experience: $25 to $40 for entry level, $45 to $70 for mid level, and $75 to $120 or more for senior people. Its own vetted experts sit at $80 to $120. For a typical small business site, a mid level freelancer somewhere in the $45 to $70 range is the realistic US option. Cheaper exists. Whether it’s cheaper by the end of the project is another matter.
Agencies
Clutch’s web development pricing data, built from verified client reviews, puts US agencies at $100 to $149 an hour. That rate buys more than a developer. It covers a project manager, a designer, someone doing QA, and a person to call when your lead developer is out sick. You are paying for the bench. The labor market behind it is not cheap either. The Bureau of Labor Statistics lists a median of $92,650 a year for web developers as of May 2025.
Full-time employees
ZipRecruiter’s September 2026 data puts the average US WordPress developer salary at $84,542, or $40.65 an hour. The middle half of salaries falls between $59,300 and $93,000. Next to an agency charging $125, forty bucks an hour sounds like a steal. Sadly, the paycheck is only the part of an employee you can see.
The BLS tracks this in its Employer Costs for Employee Compensation release. For private industry in June 2026, wages made up 70.0% of what employers spent per hour worked. Benefits were the other 30.0%. Apply that to the average WordPress salary and the picture changes.
THE FULL COST OF A US HIRE, WITH REAL NUMBERS

You land at about $120,774 a year. Call it $10,065 a month.
And that is before recruiting fees, a laptop, software seats and the few weeks it takes anyone new to get up to speed.
A full-time hire makes sense when you have 40 hours of WordPress work every week, week after week. Most businesses don’t. They have a burst of build work, then a few hours a month of updates, plugin fixes and the odd landing page. Paying $10,000 a month for that is hard to defend.

What a WordPress developer costs in India
Start with salaries. PayScale puts average base pay for a WordPress developer in India at INR 340,998 a year, from 42 salary profiles, with most people between INR 157,000 and INR 870,000. At current exchange rates the average works out to well under $5,000 a year.
Please don’t read that as your price. You can’t hire that developer directly without an Indian company or an employer of record, and even then you’d have to manage them yourself. What US businesses actually pay is the agency or freelancer rate. That rate covers the office, the senior people who check the work, the project manager and the margin.
Clutch’s India average for web development is under $25 an hour. In our experience, agencies that mainly serve US clients price above that average, and there are reasons for it. They carry senior developers, they pay people to work an overlap shift with US mornings, and they tend to be the ones with US references you can check.
Then there are marketplace freelancers. Upwork’s WordPress rate data shows a median of $20 an hour, with most contracts between $15 and $28. Some of those people are excellent. The hard part is finding them. You may interview a lot of candidates before you land on one who fits, and every one of those hours is yours, not theirs.
Why the hourly gap isn’t the real gap
A rate card compares hours. You are buying a finished website. Between those two things sit a handful of costs that never show up on a quote.
- The brief. An offshore team builds what you write down. If the brief is loose, you pay for rework, or you spend your evenings writing a better one.
- Review rounds. Feedback that takes ten minutes on a same day call can take a full day when you’re 9.5 to 13.5 hours apart, depending on the season and your coast.
- Your own time. Someone on your side has to answer questions, test pages and approve work. With a US agency, a project manager soaks up most of that.
- Quality spread. The gap between the best and worst offshore teams is wide, so picking badly hurts more.
- Ownership and contracts. Cross border work needs clear terms on who owns the code, the hosting account and the domain.
None of this wipes out the savings. It shrinks them. The only honest way to show how much is to price one project start to finish.
One WordPress project priced three ways
Let’s take a common job: a 12 page site for a service business, with a custom theme, a booking form and a connection to the CRM. The numbers below are for planning. They are not quotes, and your own project will move them around.
WORKED EXAMPLE: A 12 PAGE SERVICE BUSINESS SITE
Say the build needs about 160 hours of design, development and testing.
Step 1. A US agency at $125 an hour, the middle of Clutch’s US band: 160 x $125 = $20,000. Their project manager handles most of the back and forth, so we add nothing for your time.
Step 2. Now a mid level US freelancer at $60 an hour. 160 hours x $60 is $9,600. Freelancers don’t come with a project manager, so figure you’ll burn maybe 10 hours of your own on testing and chasing. If your time is worth $100 an hour, tack on $1,000. So $10,600.
Step 3. The Indian agency, at $40 an hour. Here we pad the hours by 25%, since reviews across time zones take longer and handoffs slip. That makes it 200 hours, and 200 x $40 comes to $8,000. Your side of it? Probably 15 hours, so another $1,500. We get $9,500.
Step 4. Put them next to each other. The Indian agency comes in $10,500 under the US agency, which is 52.5%. The rate card said 68%. Close, but not the same thing.
And against the US freelancer? Only $1,100 apart. At that point you’re really choosing between a team with QA and backup and one talented person working alone.

The 25% buffer and the hours of your time are our assumptions, so push on them. Write a tight brief and pick a team with a real overlap window, and both numbers get smaller. Pick a team with neither and they grow fast. And a cheap build that has to be redone by someone else is the most expensive outcome of all.

What pushes the price up, in either country
Clutch notes that rates barely change between WordPress, PHP or React work. What moves the price is team experience and location. Scope, though, moves it most. These are the things that turn a small quote into a big one.
- A custom theme instead of a premium one. Custom WordPress website development takes longer, but you avoid fighting a bloated theme for years.
- A store. WooCommerce development means products, payments, shipping, sales tax, and a lot more testing than people expect.
- Integrations. Hooking into a CRM, a booking tool or an ERP means custom code, plus the boring work of deciding what happens when their API goes down.
- Speed targets. Passing Core Web Vitals on a heavy site is its own job, which is why WordPress speed optimization is often quoted separately.
- Content migration. Moving hundreds of old posts and redirects is slow, dull and easy to underprice.
- Seniority. A senior developer costs more per hour and often less per project, because they get it right the first time.
- Ongoing care. Updates, backups and security patches are a monthly cost after launch, so ask for that number up front.

Low prices are fine. Low prices with these attached are not.
- A single number with no page list or feature list behind it.
- “Unlimited revisions.” Sounds generous. It usually means nobody scoped the work.
- Your hosting, domain or theme license registered in the developer’s name instead of yours.
- No staging site, so every change goes straight onto your live site.
- Pirated or nulled premium plugins used to skip license fees. That is a security hole with a discount on it.
- You can’t speak to the person writing the code, only to a sales contact.
- No overlap hours written into the agreement.

Sometimes a US developer is simply the better buy. We’d rather say that here than take a project that goes badly for both of us.
If your scope is still a napkin sketch, discovery goes faster in a room or on a same hour call. If you work in healthcare, finance or government contracting and your data rules require US based staff, that settles it. If your budget is a couple of thousand dollars, a good premium theme and a few days of a local freelancer may beat any agency, offshore or not. And if nobody on your side has time to look at work every week, offshore savings leak away in waiting.
